National and International Experience

Leadership, Management, and Coordination

  • Led national/international non-profit organization Youth Crime Watch of America, centered on youth-led crime prevention, to nationwide expansion as well as development of affiliates on six continents. Managed staff of 6 to 15, $1 – $2 million budget, with eight regional program Expansion Centers in the U.S., a corps of trainers, and scores of relationships with local school districts and other locals.
  • Led Youth Unit of the National Crime Prevention Council 1984 – 1998 (except for one year) to significant position in the US crime prevention community by reason of demonstration programs and publications and speaking engagements in the majority of the states.
  • Coordinated staff work of four committees of the U.S. House of Representatives to secure enactment of highly complex legislation implementing Panama Canal Treaty.
  • Framed with senior agency executives and managed U.S. Department of Justice-funded project in which mayor-led coalitions of seven of the largest Texas cities created and implemented strategic, comprehensive crime prevention plans.
  • Conceived, developed, and managed nationwide networks for propagation of two major national youth crime prevention programs (Teens, Crime, and the Community and Youth Crime Watch of America) involving as many as 14 “expansion centers” and up to 25,000 participants a year.
  • Co-founded and jointly led for 21 years the nation’s only annual youth-involved crime prevention conference; managed selection of more than 50 workshops and designed all plenary sessions and related activities for as many as 1,500 attendees, including representatives of more than a dozen foreign countries.
  • Plays current leadership role on boards of directors of Border Patrol Foundation (first treasurer), National Organizations for Youth Safety (Membership Chair), Youth Crime Watch of Liberia (Board Chair), Youth Crime Watch of the Mid-Atlantic (Secretary and Treasurer), and 173d Airborne Brigade Association (Mid-Atlantic Chapter President).
  • Selected, trained, managed, mentored, and motivated scores of college interns during 30 years to enable them to provide service to youth and youth-related programs and to develop skills and abilities that helped them pursue careers in public service.
  • Developed content and wrote language for committee meetings/hearings and prss releases for many Members of Congress, including speeches, committee statements and testimony, floor statements, and floor colloquies.
  • Wrote proposals, grant reports, newsletter articles, and op-ed pieces.

Program Development and Implementation

  • Framed, recruited writers/designers, supervised development of, and nationally implemented first structured, written curriculum for Youth Crime Watch of America, including instructional guides, educational videos, and implementation handbooks for local use.
  • Co-created design for municipal-scope crime prevention that became a leading model for the Justice Department programs and others after success of pilot project involving seven of the eight largest cities in Texas; provided presentations at regional and national gatherings. Oversaw activities of Mayors and their key staff, police department participants; engaged local partners at all sites.
  • Managed Pulling America’s Communities Together involving State of Nebraska, Greater Atlanta (city and six counties), Greater Denver (city and six counties), and Washington, DC; worked closely with senior leadership of U.S. Department of Justice and senior state and local officials; developed material for meetings, monitored progress, organized/provided technical assistance.
  • Co-developed national youth security education program with sites in three cities; designed curriculum that combined job skills with security and public safety training.
  • Co-founded and co-authored youth crime prevention education and action program used in more than 40 states; devised training of trainers and provision of training to sites nationwide; implemented evaluation program; managed production and updates of textbook; created range of trainings.
  • One of two founders and leaders of nation’s only youth-involved crime prevention conference with 20-year track record; notable participants included U.S. Attorney General, CEO of Corporation for National Service, Director of U.S. Office of Juvenile Justice and Delinquency Prevention, and notable celebrities.
  • Developed concept, organized, and executed annual fundraiser for national nonprofit, honoring such National Champions of Youth as former Attorney General Janet Reno and U.S. Rep. Allen Boyd.
  • Coauthored textbook for middle and high school, developed and implemented training of trainers, program implementation training, program standards, and supplemental program materials including teacher’s manual.
  • Created concept and publication design; conducted or oversaw all work on landmark 350 Tested Strategies To Prevent Crime. . the highest revenue-generating publication in history of National Crime Prevention Council.
  • Co-authored How Seven Cities Did It, Report on the Texas City Action Plan To Prevent Crime, which highlights strategic, comprehensive action plans of seven of the largest cities in Texas and results of evaluation, as well as presenting model that helped ground U.S. initiatives since its publication. .
  • Co-researched and wrote When a Child Reports a Crime, a guide for law enforcement and others dealing with children involved as witnesses, victims, or bystanders in crime situations.
  • Delivered keynote speeches and workshops on youth crime prevention, on crime prevention through environmental design, on developments in community crime prevention in more than 30 states.
  • Developed and managed implementation at five city sites across country of youth summer employment training curriculum utilizing Olympic athletic qualities and Olympic athletes to parallel instructional life skills for youth.

Legislative Strategies

  • Coordinated legislative input from subcommittee and full committee Members of Congress and staffs to develop legislation relating to Panama Canal and Canal Zone.
  • Obtained Congressional funding for nationwide youth program for ten consecutive years.
  • Conceived and authored key provisions of legislation implementing Panama Canal Treaty such as requirement of ombudsman for U.S. employees continuing to work on Canal matters and specific professional requirements for membership on the Panama Canal Commission Board of Directors.
  • Strategized and managed effort for modest increase in funds for runaway and homeless youth in tough Fiscal Year 2010.
  • Led lobbying effort in latter 2009 to insert language on Medicaid outreach for homeless youth and other vulnerable populations in House-passed and Senate Finance committee-authored health care reform legislation.
  • Administered on behalf of Committee Clerk the assignment to subcommittees of all legislation referred to U.S. House of Representatives Merchant Marine and Fisheries Committee.
  • Represented U.S. citizen employees of Panama Canal to ensure that promised post-treaty employment and related benefits would be provided; effort resulted in a subcommittee hearing on the subject.

International Issues Management

  • Served as principal U.S. House of Representatives subject matter expert and watchdog on Panama Canal Treaties’ drafting and terms, developing relationships with Senate and Administration and Panamanians as well as other advocates on treaty issues, and advising Members of Congress and other committee staff, as well as briefing the public and dealing with U.S. State Department and foreign inquiries
  • Provided research for and accompanied to meeting in the Republic of Panama a U.S. Senator representing the country’s interest in a Trilateral Commission (U.S. – Panama – Japan) making recommendations on building a sea-level canal in Panama
  • Developed policy for international growth and helped Youth Crime Watch expand to 25 nations ranging from Jamaica to Liberia to Brazil.
  • Served as spokesperson/leader to international authorities, representing U.S.-based nonprofit organizations and program ideas in panels in London (including presentation in House of Lords), Montreal (International Centre for Prevention of Crime), and Cairo(U.N. Conference on Crime Prevention and the Treatment of Prisoners)
  • As U.S. Army Brigade-level staff officer in Vietnam, developed cooperative relationships with local populations to work with U.S. unit and with defecting indigenous fighters to fight alongside unit.

  • Revived moribund proposal for national memorial to nation’s only separate U.S Army airborne brigade; developed options, engaged national committee, formed independent nonprofit foundation, led raising of initial sum of more than $400,000 out of $800,000 budget; served as President of foundation.
  • Served for more than 15 years as president or other officer in major chapter of 173d Airborne Brigade Association, including membership on national board of directors.
  • Coached for 24 years (and continuing) youth basketball team in well-regarded program; mentored players both in basketball and in life skills and sportsmanship; more than two dozen players have gone on to play high school or higher level basketball.
